"The perception of equity can also be a concern." I read/see a lot of semantic misuse for 'fair' and 'rights' in education (I am in the US). I am disheartened to read the need to 'fight' for each child to have an individualized program, inclusive or not - that is in fact what (our) special education law provides. I don't disagree with you on the system being doomed for failure (of the children?) but after more than 30 years, I would rephrase to say the system is doomed to dysfunction. We need all the help we can get... We don't need to be critical of those who should be our allies! So often we do not know the story-behind-the-story of a parent's decision for the choices they've made for their child. Even if we do, one size does NOT fit all.
